Lupita Montes Talley is a strategic communications, marketing, and facilitation professional who partners with mission-driven organizations to design and lead effective engagement, facilitation, and outreach strategies. Her work centers partnership-building with community-informed decision-making, helping organizations align strategy with the people they serve.
A native Houstonian, Lupita holds a Bachelor of Business Administration (BBA) from Trinity University and brings extensive experience in communications, marketing strategy, facilitation, and community-centered outreach. She has a strong track record of designing and leading engagement strategies, facilitating stakeholder meetings, and building partnerships across residents, nonprofits, and public agencies.
Lupita is the co-founder and former Executive Director of Neighborhood Schools, a Houston-based non-profit committed to creating educational options that will transform and revitalize Houston communities. Through this work, she led collaborative initiatives that brought together families, educators, and community leaders, helping to elevate community voice and advance locally driven solutions in education.
She is especially passionate about her community, Eastex Jensen, where her family has resided for over 30 years. Lupita and other community members restarted the Eastex Jensen Super Neighborhood #46 and, after serving as Vice President for three years, she now leads the work as President. In this role, she facilitates community meetings, leads advocacy efforts, and works closely with residents and cross-sector partners to address neighborhood priorities and advance quality-of-life improvements.
Her civic and regional leadership includes having served on the Houston-Galveston Area Council Pedestrian-Bicyclist Subcommittee, Houston METRO’s Hispanic Advisory Committee, and as a Board Member of Art in the Heart. Through these roles, she contributes to regional planning efforts, community-informed decision-making, and increased representation of historically underrepresented communities.
Lupita is a proud American Leadership Forum Senior Fellow of Class LVII. She was named a Houston Business Journal 2023 40 Under 40 honoree and was also recognized by Harris County Precinct 2 with the 2023 Community Leader Award for her ongoing commitment to community advocacy and engagement.
